DHL最新通知：由2011年12月1日开始，货件到沙特阿拉伯（SA），将会有以下清关要求：
新的海关要求（包括货物的商业价值100USD或者超出100USD）：
1、需要提供正确的收件人、或者最终的收件人的进口证明（IOR）
2、海关的报关单必须要附上：
  A．收件人商业登记证明复印件
  B．一份清关代理授权书复印件
3、这些变动是针对于所有商业价值超过100USD的货物，必须做正式进口清关；
所有进口到沙特阿拉伯的货件必须提供以下文件：
  A．进口商的商业登记证复印件，货物价值超过USD100,必须把商业登记证号以及增值税号（如果有增值税号的话）写在DHL运单上。
  B．对于去Dhahran这个地方的货物，如果超过USD13250，以及去Jeddah与Riyadh这个两个地方的货物如果超过USD2500的所有货物，进口商必须提供用公司抬头纸写的代理授权书（对于每个进口商如果经常有业务往来的，一年只需要提供一次代理授权书给当地DHL即可）。
  C．如果寄私人货件价值超过USD100，必须提供沙特阿拉伯或者外籍身份证复印件， 
身份证号码必须写在DHL单上，如果有增值税税号也必须提供。
  D．如果货物确实超过USD100,必须提供原产国权威机构出示价值报告
  E．对于去Dhahran这个地方的货物，如果超过USD13250，以及去Jeddah与Riyadh这个两个地方的货物如果超过USD2500的所有货物，必须提供原产地证。
如未能提供相关文件，货件将会被退回，而退回之所有费用亦需由寄件人承担，请务必按照相关要求出货。（英文原文如下：）
New Customs Requirements (covering shipments with a commercial value of US$100 or more):

      The actual consignee, or final receiver, is required to be identified as the importer of record (IOR)

      The customs declaration form must be accompanied by 

a copy of the consignee’s commercial registration, and; 
a copy of the letter authorizing our broker to clear the shipment on behalf of the importer. 
 

      This change also entails that all goods with a commercial above US$100 must comply with formal customs clearance processes for all imported shipments. Imports to the Kingdom of Saudi Arabia will require the following;

A copy of the importers Company Registration (Commercial Registration) for all imports under a company name over US$100.00 (Commercial Registration number should be quoted on the DHL Airwaybill in the VAT number field if available at the time of export. 
For goods going to Dhahran (Eastern Province) over US$13,250, or US$2,500 for Jeddah (Western province) and Riyadh (Central Province), a letter printed on the importer’s company letter-head authorizing the DHL broker to clear shipments on their behalf (Note: DHL will only need this once per year from each importer) 
For all personal imports over US$100, a copy of the personal identification card for Saudi and foreign nationals. ID number should be quoted on the DHL Waybill in the VAT number field if available at the time of shipment pick-up. 
A CRF (Clean report of findings/SASO) from an accredited inspection company in the country of origin for certain goods and commodities above US$100 
A certificate of origin for all items over US$13,250 or US$2,500 for Jeddah and Riyadh, certified by the chamber of commerce (or equivalent) in the origin country
